This fix above did not work as the site is not sharepoint site. This site was created outside of sharepoint. i could at one time edit non sharepoint files with Designer so what changed. – blkhk1up Jul 10 '17 at 13:38

Feb 10, 2018 · Hi Stephanie Burnett,. I’d like to clarify that when you go to SharePoint online>Create site>Team site, this is creating a group site for an Office 365 group. It is a site collection but it will not be showed in the SharePoint admin center.
