Newer systems use a different scheme. The WOL header is gone. Generally, those two schemes are mutually exclusive. PME stands for Power Management Event.

if it has no WOL feature in bios then it does not, but it can still be done if you etc enable WOL in windows and then put laptop in sleep it can be waked from there remotely but not from power off state. This is common feature so I think it should be ok. Don't forget to enable the function in device manager.
