According to caniuse (a very good resource) there is no support and no polyfill available for adding text-shadow support to IE9. However, IE has their own proprietary text shadow ( detailed here ). Example implementation, taken from their website (works in IE5.5 through IE9):

Oct 27, 2008 · Text-shadow in IE with jQuery. With the soon-released FireFox 3.1, three of the four major browsers support text-shadow. That leaves just Internet Explorer with the lack of text-shadow. I have already taken care of that problem, but decided to wrap it up in a nice automated jQuery plugin.

While IE doesn't directly support the CSS3 text-shadow property, it does support proprietary filters. Of course these filters have drawbacks; namely, IE 8 and below apply them very slowly and they have poorly documented features.

By default IE was setting up IE10 Compatibility mode which should be replaced with IE 9 using meta-tag. So, whenever it will be running on other browsers then it will use the CSS that will be compatible with IE9. As in IE10 Compatibility mode box-shadow CSS property has been removed from the library.
