It means Intel cpu capabel of QSV and integrated graphics card that supported it. Link you posted seems they are still waiting for support of AMD acceleration, I can't check it, because I have Nvidia.

If you want to use 8 you can right click on Handbrake in applications and go to duplicate, and run two instances of Handbrake and have each instance use a CPU to encode 2 DVD's. The duplicate tool is extremely useful and works for alot of applications to run multiple instances of an application.
