So the important variable is not so much what version of code but is what feature set. Support for SSH has been in the code for a pretty good while. I found the below link that seems to be my issue but there is no workaround given. Cisco Bug: CSCve64732 - Prime Infrastructure does not support newer SSH/SCP ciphers.
