There is no reason AT&T couldn't deploy both femto and UMA technologies. Many of the newer smartphones support UMA or can be OS upgraded to support it. That list will continue to grow. To deploy it, they pretty much have to set up a new billing feed and a pair of HA servers to manage the inbound connections. It's not exactly infrastructure intense.
