I have googled around and found out I need to set my display properties to full hardware acceleration. I have also run check to update my drivers and they are all up to date. I have also updated to the fullest DirectX available.

Jan 13, 2013 · That system does satisfy the minimum requirements, and I doubt it's a laptop. Your dxdiag output suggest your video card is not being used. Check your Nvidia drivers, the latest ones may not be suitable for 9800 GT.
