I had the same problem with a 1100 and after wasting time with Dell support ( they seem to be in la-la land). Somehow I got driver Version 5.9 for the synaptic mouse and that allowed me to disable the touch pad tapping in mouse properties. One more thing there are 2 Items in MSCONFIG That are related to Synaptics and they must remain checked.

To enable and disable the touchpad please follow the steps mentioned below. Please connect an external USB mouse on the system. Double click the Touchpad icon in the system tray. Disable it on the application window by clicking Touchpad On/Off. Please remove the picture from the previous post as this would violate Dell customer privacy policy.

The Dell Touchpad Driver/Utility is listed under Mouse, Keyboard & Input Devices. When there are no touchpad drivers listed, then no Dell drivers are available for the touchpad. Depending on the manufacturer and software version of the drivers and software for your touchpad, an option to disable or enable the touchpad may or may not be available.
