So , I've configured the proxy settings in sentenv.bat , as windows service , and still nothing. I created an webhook from admin interface with requestb.in url. It does not send anything. I tried the same with a JIRA instance from cloud , and it works perfectly. So , it is a problem with my local JIRA instance . Thank you
