Except VDA, rest of the components can be upgraded. The VDA agent 7.15 for VDA server OS Windows server 2008 R2 SP1 Standard is supported. The VDA agent 7.17 for VDA server OS Windows server 2008 R2 SP1 Standard is not supported. So retain the VDA agent version at 7.15.
