Circles of Support and Accountability (CoSA) were introduced in Vermont in 2006. A few Community Justice Center (CJC) directors had learned of the program in Canada and began operating them after receiving training, when the first federal reentry funds came to Vermont through the Serious and Violent Offender Reentry Initiative (SVORI).
