On October 21, 1997, the Federal Office of Child Support Enforcement (OCSE) issued OCSE-AT-97-17 which provides instructions for the distribution of child support under section 457 of the Act. The Balanced Budget Act of 1997 (the BBA), P. L. 105- 33, signed August 5, 1997, contained technical amendments to sections 408(a)(3) and 457 of the Act.
