Also, you could try to convince him to get a Mikrotik Routerboard router, which are extremely cheap and has a lot of features. HP Switch = $110 RB2011UAS-2HnD-IN = $129, (wifi integrated, possible to do guest wifi, captive portal etc).

At the minute we are using a DrayTek router with 5 spate port based VLANs with a small Netgear switch into each port for each VLAN. Although this works, it is not the correct way of doing things and the client has outgrown this setup. My question is, what would be the cheapest option using Cisco switches?
