If your father-in-law meets the qualifications to be your dependent, then you should claim him. I know of no law that would make you liable for your father-in-law's debts if you claimed him as a dependent nor one that would authorize Oklahoma to take your refund for doing so.

Paying child support does not mean you can claim a child as a dependent. Where did the child spend the greater number of nights (183 nights or more)? With you or the other parent? If the other parent, then they are the custodial parent and they will be able to claim the child as a dependent.

For this reason your decree probably does not tie the exemption to the child support. If it's your year, then you may claim the child and the Child Tax Credit.
