Win 7 throttling does help but power usage is still almost double compared to C1E working. On my system idle CPU uses 10 W with C1E working, with C1E disabled and using Win 7 throttling power usage is 18 Watts.

    Oct 05, 2012 · EIST and C-States are not mutually inclusive. You can turn the one or the other off at any time. Leaving them on won't hurt your overclocking. C-States have no effect on overclocking at all. For EIST you should be using offset mode otherwise there's not much point to it. I will tell you what both will hurt though and that is DPC Latency.

    I've found that while C3 and C6/C7 are 100% stable and save me some power while doing non-CPU-intensive tasks, C1E causes instability with my system with even a moderate overclock (4.3Ghz at 1.20 Vcore). Figuring out what was causing this instability was a huge headache, because I had read a guide which said to leave all of the C-states on.
