According to Vmware ESXi best practices, to get the best performance out of your CPU, you need to check that the BIOS is set to enable all processor sockets and to enable all cores in every socket. This means that reducing frequency using DVFS algorithm in ESX when package is relatively idle is not going to help since the hardware is already doing it.
