And yeah Black Ops 2 won't work on XP because XP doesn't support DX11. Although as of April 2014 Windows XP isn't going to be supported by Microsoft anymore regardless. After that I recommend you skip Vista and just go straight to Windows 7. You could upgrade to Windows 7 now if you wanted to, that runs fine with Black Ops 2.
