I've grepped libtool and libtiff source code for "plugin support", came up with nothing. There is, however, such string in binutils. "ar" and "nm" will say that if you give them OPTION_PLUGIN (--plugin), and they were built without plugin support (BFD_SUPPORTS_PLUGINS is undefined).
