On firmware interface, choosing UEFI was a pretty easy decision. UEFI has a specification, an open source BSD-licensed implementation, and the mainline project has Arm support. UEFI specifies how an OS loader is obtained from disk or the network and executed, and we have tools to work with it on Linux. Plus it works exactly the same way on x86.
