There is also a help page about removing a 'cache.db' file, however that's also been removed on my system, yet the problem persists. There is, in fact, no such directory of /Library/Application Support/Adobe/Adobe PCD/cache/ let alone a 'cache.db' file in that directory. HELP!

The cache.db file is not located in either the User Library or the System Library. It is only stored at /Library/Application Support/Adobe/Adobe PCD/cache/ as discussed by Bani in post #1. Once you successfully remove the cache.db file you will then be able to utilize Creative Suite 3 successfully.
