Does the AP9617 card not support such a snmp shutdown trap? I saw starting the apcupsd using snmp and power up the UPS once a short message "ONBATT" and a "POWER-BACK" event, which maybe a side effect of the UPS self test, which was scheduled at power on. That maybe another indication that apcupsd don't use any shutdown trap.

What would really put this issue to bed (from an apcupsd perspective) is a capture of the SNMP datagram as it came in from the UPS. That would clearly show if the UPS is sending the wrong value or if apcupsd's ASN.1 parser has a bug. If I give you a sourcecode patch to add SNMP packet dumps to the apcupsd log, can you compile apcupsd to use it?
