PERL is activated by default and will parse all .pl scripts which are inside Apaches DocumentRoot or other folders which are configured to execute CGI scripts. There is no extra perl configuration file needed. The tutorial you are following seems to be pretty old.

Jun 01, 2016 · Mailman is a Python script. I thought we were troubleshooting Perl. Personally for Python I use uWSGI and Nginx. I have never used Python on Apache.
