It appears that Robert did just that, releasing an unofficial version that fixed bugs and incorporated patches people had made to the game, called Angband 2.8.3h. The 'h' was because these releases had started as changes to the DOS port of 2.8.3, adding new interface options and graphics support, which were releases 'a' to 'g'.
